In a bowl, add boiled and grated potatoes, corn flour, bread crumbs, chilli powder and salt. Mix well to form a soft dough. Do not add water.
Now let the dough rest in refrigerator for at least 30 mins.
Divide the dough into two equal parts. Roll the dough into large and thick circle. Now with the help of a cookie cutter, cut small circles.
Using a straw, make eyes and using spoon a smile. Repeat the same for remaining dough.
Now rest the smileys in refrigerator again for 30 mins.
In a pan, heat oil for deep frying the potato smiley. Once hot, keep in medium flame and drop the smileys carefully.
Fry till golden and crispy. Drain the smileys on paper towel.
Serve hot with ketchup.
